要录像就必须获得正确的时间：
  插卡，上线，NTP或GPS校时获取时间，如果无法连接internet，设备会默认从smarteye server的IP去NTP校时。
或者
从设备板载的RTC电池获取时间
没有时间（1970年）就不会录像。
