C#调用ManagedLayer.dll报错

本机代码环境是可以的，但是放到服务器上就不行,报如下错误:
System.DllNotFoundException: 无法加载 DLL“ManagedLayer.dll”: 找不到指定的模块。 (异常来自 HRESULT:0x8007007E)。

运行环境已装:
VC_x64Runtime.exe
vcredist2015x64.exe

.net环境4.6,.net附加环境3.5

程序就是32位的，Managedlayer.dll也是32位的

我在同事的机器上也运行了程序，部分同事的电脑可以，部分电脑不可以
