support for local web server development

I know in the demosite below
I can see the server works
http://61.191.27.18:8081/ChromeClient/index.html#/login
but if I want own local server and change the name of S/W and language

what should I do?

I know downloaded the web source code and found to change title and language

Change config.js and message.js and I translated them

I'm junior developer so, I don't know how to develope the web s/w

Please let me know how to apply it to the s/w step by step
