adb tools not showing devices

When trying to connect to a device to use adbtools I follow the guide and type adb devices but it doesnt show the device I have it plugged in and can see the device in windows but not in adb tools

have to enable developer option as shown below,

adb device
is not needed.
run
adb shell
instead

admin

and pls exit/kill any other adb involved softwares, like some antivirus software, mobile phone assistant etc.

the cmd should be
adb shell
adb uninstall   xxx
adb install  -r  xxx
e.g.
adb uninstall com.smarteye.mpu
adb  install -r mpu.apk
